          Government have noticed that, at present there is no uniform procedure in most of the ULBs in the area of providing sewerage / Storm water connections, resulting in delay of providing such facilities. Many Industries are approaching various Urban Local Bodies for providing Sewerage connection for treatment of the effluent from the Industries.

2.  In order to have uniformity in providing Sewerage / Storm Water connections to the Industries the following uniform procedure for adoption is decided at Government level :-
A. Sewerage:
  1. Timeline for providing NOC to sewerage connection.
  2. Procedure and list of documents required for obtaining sewerage connection NOC.
  3. Timeline for obtaining sewerage connection.
B. Storm Water Drainage:
  1. Timeline for providing NOC to storm water drainage connection.
  2. Procedure and list of documents required for obtaining storm water drainage connection NOC.
  3. Timeline for obtaining storm water drainage connection.
3.  Hence, all the Commissioners of Urban Local Bodies in the State are requested to follow the indicated procedure as prescribed in the enclosures along with the timeline prescribed.
Enclosures to Govt. Memo No.23738/C1/2015-1, MA&UD (C) Department, Dt.30.06.2015 :
A. Sewerage :
I.  TIMELINE FOR PROVIDING NOC TO SEWERAGE CONNECTION :
  1. Name of the applicant
  2. Property Tax Assessment No.
  3. Affidavit stating that the industry is within the boundary of the ULB
  4. Updated Property Tax Paid Receipt
  5. Approved building plan / Layout plan / Industrial Layout plan
  6. Plan showing the location of the premises indicating the location of the sewerage outlet
  7. Receipt of proof of payment of prescribed fee for obtaining the NOC (Rs.25,000)/- to be paid in favor of Commissioner of the concerned Municipality / Corporation.
II.  PROCEDURE AND LIST OF DOCUMENTS REQUIRED FOR OBTAINING SEWERAGE CONNECTION NOC :
A) The applicant has to apply in writing to the concerned ULB for obtaining the NOC for taking the sewerage connection with the following documents:-
  1. Name of the applicant
  2. Property Tax Assessment No.
  3. Affidavit stating that the industry is within the boundary of the ULB
  4. Updated Property Tax Paid Receipt
  5. Approved building plan / Layout plan / Industrial Layout plan
  6. Plan showing the location of the premises indicating the location of the sewerage outlet
  7. Receipt of proof of payment of prescribed fee for obtaining the NOC (Rs.25,000)/- to be paid in favor of Commissioner of the concerned Municipality / Corporation.
B) Issue of NOC in 15 days from the date of application duly indicating the feasibility of providing the sewerage connection :-
The NOC will indicate the connection charges of Rs. 1,00,000 /- and cost of laying of sewerage pipeline from the outlet of the industry the nearest manhole / to the sewerage treatment plant to be paid in favor of Commissioner of the concerned Municipality / Corporation.
C) Issue of sewerage connection in 30 days from the date of application by the applicant duly enclosing the connection charges of Rs. 1,00,000/- and cost of sewer pipeline from the outlet of the industry upto the nearest manhole / to the sewerage treatment plant to be paid in favor of Commissioner of the concerned Municipality / Corporation.
III.  TIMELINE FOR OBTAINING SEWERAGE CONNECTION :
The sewerage connection will be provided to the Industry within 30 days from the date of submission of the application by the applicant subject to the submission of the following:-
  1. The Xerox copy of NOC certificate obtained from the ULB;
  2. Payment of connection charges Rs.1,00,00/- to be paid in favor of Commissioner of the concerned Municipality / Corporation;
  3. Cost of the pipeline and pipeline laying charges as informed along with NOC by ULB to be paid in favor of Commissioner of the concerned Municipality / Corporation.
B. Storm Water Drainage :
I.  TIMELINE FOR PROVIDING NOC TO STORM WATER DRAINAGE CONNECTION :
NOC will be given within 15 days from the date of receipt of application along with the following enclosures.
  1. Name of the applicant
  2. Property Tax Assessment No.
  3. Affidavit stating that the industry is within the boundary of the ULB
  4. Updated Property Tax Paid Receipt
  5. Approved building plan / Layout plan / Industrial Layout plan
  6. Plan showing the location of the premises indicating the location of the sewerage outlet
  7. Receipt of proof of payment of prescribed fee for obtaining the NOC (Rs.25,000)/- to be paid in favor of Commissioner of the concerned Municipality / Corporation.
II.  PROCEDURE AND LIST OF DOCUMENTS REQUIRED FOR OBTAINING STORM WATER DRAINAGE CONNECTION NOC :

  1. Name of the applicant

  3. Affidavit stating that the industry is within the boundary of the ULB
  4. Updated Property Tax Paid Receipt
  5. Approved building plan / Layout plan / Industrial Layout plan
  6. Plan showing the location of the premises indicating the location of the sewerage outlet
  7. Receipt of proof of payment of prescribed fee for obtaining the NOC (Rs.25,000)/- to be paid in favor of Commissioner of the concerned Municipality / Corporation.

The NOC will indicate the connection charges of Rs. 1,00,000 /- and cost of providing of storm water pipeline / storm water drain from the outlet of the industry the nearest storm water drain to be paid in favor of Commissioner of the concerned Municipality / Corporation.
C) Issue of storm water drainage connection in 30 days from the date of application by the applicant duly enclosing the connection charges of Rs. 1,00,000/- and cost of providing storm water drain / storm water pipeline from the outlet of the industry upto the nearest storm water drain to be paid in favor of Commissioner of the concerned Municipality / Corporation.
III.  TIMELINE FOR OBTAINING STORM WATER DRAINAGE CONNECTION :
The Storm Water Drainage connection will be provided to the Industry within 30 days from the date of submission of the application by the applicant subject to the submission of the following:-
  1. The Xerox copy of NOC certificate obtained from the ULB.
  2. Property Tax Assessment No.
  3. Payment of connection charges Rs.1,00,000 /- to be paid in favor of Commissioner of the concerned Municipality / Corporation.
  4. Cost of the storm water drain construction / providing storm water pipeline charges as informed along with NOC by ULB to be paid in favor of Commissioner of the concerned Municipality / Corporation.
Town and Country Planning Department - e-Governance Certain instructions to the Officers and Technical Staff regarding disposal of Layouts and Building Applications, Change of Land Use cases and CDCC files.
  1. The Government of Andhra Pradesh under e- Governance have initiated measures to bring more transparency and Civic services delivery to the citizens of the State.
  2. The technical clearances and approval are being accorded by the Department basing on the information submitted by the applicant to the Panchayats /ULBs, with required documents such as ownership documents, Encumbrance Certificates, Land Conversion Certificates, F.M.B Sketches, Village Map etc. Now it is decided by the Department to accord technical approval of layouts and buildings based on the existing initiatives take up by Government under e-Governance.
  3. In this regard the Registration and Stamps Department have provided all the information such as ownership documents, Encumbrance Certificates from 1999 onwards to facilitate in web portal in internet i.e. "registration.ap.gov.in", which can be verified in the online. However the documents hard copies before the year 1999 pertaining to the proposal i.e. layout or building including change of land use cases and also CDCC files may be accepted from the G.P/ULBs depending upon need.
  4. The Revenue department have also launched website i.e., "www.meebhoomi.ap.gov.in" with information such as F.M.B Sketches, Village Map and adangal copies etc. can be accessed from "www.meebhoomi.ap.gov.in".
  5. Further the Land Conversion Certificates issued by the concerned Revenue Divisional Officer can be accessed in Mee-seva service for the proposed site Intended for Layout and Building approval etc.
  6. In view of the above, all the Regional Deputy Directors, District Town and Country Planning Officer’s & all Technical Officer’s & Town Planning staff in ULBs and all Technical Staff and Officers in Head Office are hereby informed to verify the aforementioned details in the websites specified in respect of ownership documents. Village Maps, F.M.B Sketches, Adangal etc. without insisting for submissions of hard copies for ready reference.
  7. In pursuance of the orders of the Government issued from time to time and as per the discussions held with Industries Department, during the course of review meetings on CDCC Cases, the following orders are issued.
  8. "On receipt of the proposal received from DIC/CDCC, site inspection should be completed within 72 hours (3 days) including submission of inspection reports, at any cost and proposal shall be disposed within 7 days, without fail".
  9. Any deviation in compliance of above orders shall be viewed seriously and necessary action will be taken as per rules.
PROCEDURE FOR SITE INSPECTION FOR INDUSTRIAL APPLICATIONS UNDER
SINGLE WINDOW CLEARENCE ACT, 2002
Directorate of Town & Country Planning, A.P., Hyderabad

(A) HEAD OFFICE
(For project costing more than Rupees 5 Crores (plant and machinery)
  1. "CDCC" Application will be received through online from Commissioner of Industries to the Town and Country Planning Department.Further copies of drawings will be received by Courier to the Department along with other required documents from Commissioner of Industries.
  2. Application along with plans will be referred to concerned Town Planning Assistant (TPA) / Assistant Director of Town and Country Planning (ADTP) for scrutiny. Verification of approach road (existing minimum 40’-0” wide road) Master Plan land use if any, setbacks, site measurements and other requirements like NOC from Fire service department, AP Pollution Control Board will be examined before recommending for technical approval as the G.O.Ms.No.67, PR&RD Department, dated 26-02-2002. And G.O.Ms.No.335 Industrial Investment Promotion, dated: 16.09.1993.
  3. Inspection report to be called for from the Concerned Regional Deputy Director of Town and Country Planning (RDDTP) / District Town & Country Planning Officer (DTCPO), depending upon requirement. Receipt of Inspection report from RDDTP/DTCPO within 72 hours is mandatory.
  4. Further Scrutiny and approval of Application and Technical Clearance by the Joint Director and Director within 7 days from the date of receipt of CDCC application.
  5. Forwarding of technical plans to Commissioner of Industries, A.P, Hyderabad and uploading the approval status in the website of Industries & Department.
Note: Time limitation for Approval of "CDCC" cases-7 days only.
 
(B) REGIONAL OFFICE
(For project costing more than Rupees 1 core to 5 Crores (plant and machinery)
  1. "CDCC" Application will be received through online from Commissioner of Industries to the Regional Deputy Director of Town and Country Planning (RDDTP). Further copies of drawings will be received by Courier to the Regional Office along with other required documents from Commissioner of Industries / District Industries Center.
  2. Application along with plans will be referred to concerned Town Planning Assistant (TPA) for scrutiny Verification of approach road (existing minimum 40’-0” wide road) Master Plan land use if any, setbacks, site measurements and other requirements like NOC from Fire service department, AP Pollution Control Board will be examined before recommending for technical approval as per the G.O.Ms.No.67, PR&RD Department, dated 26-02-2002 and G.O.Ms.No.335 Industrial Investment Promotion, dated: 16.09.1993.
  3. Inspection report to be conducted by Town Planning Assistant(TPA)/Assistant Director of Town Planning (ADTP) within 72 hours is mandatory.
  4. Further Scrutiny and approval of Application and Technical Clearance by the Assistant Director of Town Planning (ADTP) / Regional Deputy Director of Town and Country Planning (RDDTP) within 7 days from the date of receipt of CDCC application.
  5. Forwarding of technical plans to District Industries Center / Commissioner of Industries, A.P, Hyderabad and uploading the approval status in the website of Industries & Department.
Note: Time limitation for Approval of "CDCC" cases-7 days only.
 
(C) District Town & Country Planning Office
(For project costing more than Rupees upto 1 core (plant and machinery)
  1. "CDCC" Application will be received through online from Commissioner of Industries, to the District Town and Country Planning Office (DTCPO).Further copies of drawings will be received by Courier to the District office along with other required documents from District Industries Centre/ Commissioner of Industries.
  2. Application along with plans will be referred to concerned Town Planning Assistant (TPA) for scrutiny verification of approach road (existing minimum 40’-0” wide road) Master Plan land use if any, setbacks, site measurements and other requirements like NOC from Fire service department, AP Pollution Control Board will be examined before recommending for technical approval as per the G.O.Ms.No.67, PR&RD Department, dated 26-02-2002 and G.O.Ms.No.335 Industrial Investment Promotion, dated: 16.09.1993.
  3. Inspection report to be conducted by Town Planning Assistant(TPA)/Assistant Director of Town Planning (ADTP) within 72 hours is mandatory
  4. Further Scrutiny and approval of Application and Technical Clearance by the Town Planning Assistant (TPA) / District Town and Country Planning Office (DTCPO) within 7 days from the date of receipt of CDCC application.
